What can I do to build critical thinking and competency skills?

Im not competent in the slightest bit, i struggle speaking up and talking to people, i have no reputable skill, career or a degree. I cant problem solve or critically think my way out of a paper bag which is affecting me in all aspects of life. To get to my question and the point im trying to make.what are some classes or things I could do to build competency, problem solving and critical thinking? Will public speaking or toastmasters help build speaking up in not only my job but my personal life? What can I do to help pull myself up from rock bottom?? Sincerely a 30 yr old BLK woman..
