Tier won’t activate in Silent Crisis.

I keep attempting to reset the mission and I’m in UVH 1. The challenge mode won’t activate so I drop out after competing the first round. Anyone experienced this? How do I fix it? The same thing happens with Bloomreaper. Regardless of if I’m on UVH 1 or 7.
