About Guilds

What is the difference between a guild (or a player recruiting for one) that suddenly approaches you while you're in a safe zone and one that tries to recruit you while speaking via voice chat? Since I only understand Japanese, I usually just have to shake my head "no" apologetically; does a guild that recruits without using voice chat simply mean they are looking for members?
