car with ‘lien papers salvage’

Hi, I have a question. I live in Washington State and want to buy an SUV from Copart, but it’s located in Oregon. The title provided is listed as "lien papers salvage." Does anyone know if I can take that document to my local DMV and have the title changed to "rebuilt"? Please, & thank you so much
