How do i get the pikastar?

a friend of me just recently made a server and i noticed that im unable to catch or battle legendarys unless i make the region specific pikastar.
how to i get the unbound pika star wich im guessing is required first to get the region specific once the best way possible? im new to technic modpacks so im confused as what to do
