Why did we not rush a first human on a planet within the last 30 years ?

I’m not sure if possible anytime soon but will there be a mission where a human steps on Venus,Mars or Mercury ? What will it take for this to be possible ? Is it better technology or an exorbitant amount of funding ? Or perhaps actually finding someone willingly to do so ?
