If a civ is resurrected I'll include it in square brackets until it's eliminated again, but it won't count towards the 5 slots. I'll start including tech count from the Enlightenment era onwards, during the early game there's just too many civs equal to each other. My definition of a bankrupt civ will be a civ either already losing money and at 0 treasury or within 5 turns trajectory of reaching that.
