Does the hiring manager get scheduled an interview without looking at the resume?

I find it weird that sometimes I would talk to the recruiter on the phone screen and they would be able to schedule me an interview with the hiring manager right on the spot. Was my resume even looked at by the hiring manager before they got scheduled for an interview?

One time that happened, the hiring manager was so disinterested. His first question was why I obtained a license in a neighboring state. I could tell he didn't want to interview me right from the get go.
