Victoria’s Big Build is supposedly a $100 billion project with estimated cost overruns of around $40 billion. Some say $15billion of the $40 billion is due to corruption and $25billion is legitimate overruns. This is confusing . Is it possible all of the $40billion is a legitimate cost overrun?
