Pricing a new laptop and 2026 models are coming with old cpus. Some using 2019-2020 release date CPUs

Intel and AMD make CPUs every year. Why are so many new model laptops coming with old hardware? I'm looking for something budget under $500 with 8GB Ram, SSD and a decent CPU. It can be small 10-15inches max.
