Reforged feels like scam

Is it just me, or does selling a game for the same price as it was 20 years ago, when you can barely play it, feel like a scam?
I came back after 17 years and I can’t play any game mode. Every outpost is empty: AB, Codex, Team Arenas are gone, RA has a few people standing AFK, and on the GvG ladder even the observer mode is full of people just standing AFK.
I honestly don’t get it. To me, this is a joke.
