How do you deal with a good Black Cat in ranked?

How exactly are you supposed to deal with a good Black Cat that never plays on the ground? You can generally go Elsa to deal with every other diver but I have been running into Black Cats that never actually step on the ground. I know the common advice is to simply ban her but sometimes she slips past because many in GM hesitate to ban her.

What should the supports, dps and tanks do? Send Angela to constantly chase her? She's not nearly as easy to interrupt as Black Panther as a DPS. Do I need to start grinding Winter Soldier for the hook? What about the supports, any specific comp that works well against her?

I have managed one win against a good BC and we did that by going 1-2-3 with mantis hitting her shots.
