Scooby Doo Episode Name

Does anyone remember an episode of scooby doo where it takes place on a big ship or cruise. I think its with shaggy, scooby, daphne, scrappy, but not fred and velma. And in the end it's revealed that scrappy was that bad guy and behind whatever thing they were trying to solve.

I still remember watching this as a kid in the early 00's and I'm assuming the episode is probably from the 80's, and never saw it again and could never find anything about it online.
