Safe way to shave a cats belly and "private" area?

Basically the title. I don't mind shaving the belly, other than the flying fur, but would be nervous about shaving the "G" area. Kitty's underside is getting matted. I'm trying to comb them out, but kitty only tolerates a small amount of "brush time". I don't want to pay $300. Any suggestions?
