Is there no law against people smoking and blowing out in car in traffic ?

Saw someone smoking in the passenger seat today with the cigarette held outside the window. They were flicking the ash onto the road and blowing the smoke outside while we were stuck in Bangalore traffic. Everyone around had to deal with it.
Is this actually legal here? Are there any rules against smoking like this in moving vehicles, or is it just one of those things nobody enforces?
