Blocked damage not counting

I just came back to the game after nearly 10 years inactivity, and I’m curious about why so often I block damage but it isn’t added to my blocked damage total. Even when it doesn’t damage any modules or anything. I think it usually seems to happen with HE an HESH, but I could be wrong. Is this a bug? Or am I missing something?
