Two potential issues on windows

I was trying to install NURL on windows and the nurlpkg install nq command failed on v0.27.0. Short debugging pointed to the following:

1. Nurlpkg makes no network calls and returns "package not found in registry", that appears to be a transport failure. Curl gets 200 for the same package

2. Runtime_core.c:1331 hides clock_gettime/nanosleep/readlink behind a __MINGW32__ #ifndef and therefore, runtime.mingw.o lacks them. Anything importing std/net, ext/http will not link.
