Witness system like RDR2?

Do you think we will have to take out witnesses and maybe even cameras in the world that spot us committing crimes? In GTA VI I imagine it would be more difficult to do as most NPC’s will have cell phones they can call 911 and record your crimes.
This is all purely speculation of course. We haven’t officially seen how any of wanted system will work, and only one clip from the leaks if I remember correctly. I just think the witness system in RDR2 is fun.
