Binding number pad keys in campaign evolved pc

since I started gaming with Unreal in about 1999 I've always used the edit keys for my movement and surrounding keys for all else and for 20 something years playing Halo I've always had this configuration

so 7 = reload, 4= flashlight, num pad insert = jump, enter = crouch etc etc

It seems in like campaign evolved I can't bind any number pad keys WTF
Is there any way of binding them?
