AITA for asking that my 15 y/o sister pays me after she stole my property?

Not the A-hole

For context, my sister and I have about a 5 year age gap and don't really get along that great we've had consistent issues with her disrespecting my space, stuff, and just me in general, whether it's taking my stuff without asking, riffling through my things, or keeping me up at night by yelling on the phone with her friends/bf until the early morning. Any time I confront her about things she is quick to escalate the situation and it always ends with her yelling at me and cussing me out, no matter how I approach the situation.

This situation in particular bothers me more than the usual though. Around May, when it started getting warmer out I went to grab my Birkenstocks and noticed I couldn't seem to find them anywhere I questioned everyone in the house to see if anyone knew where they went (this includes my parents, the mentioned sister, and our other two younger siblings) and everyone said they had no clue. Throughout the summer I've asked them all occasionally if they've seen them and they've all said no, there was even a time where I asked my sister again if she's sure she hasn't seen them and she got mad at me, claimed I was just trying to blame her for it, and pointed out we're completely different shoe sizes so she didn't even know why I was asking, so I left it there and assumed they were just gone for good. It is now the end of July, almost August, while my sister was out with friends earlier, my parents asked me to put some stuff in her room and while I was doing so I got a weirdly strong urge to check her closet for my shoes, lo and behold there they are. When she got home I said "look what I found" and held up the shoes to which her response was a casual "were they in my closet? I lowkey thought they might be there but never checked" and then a couple minutes later she started interrogating me on why I was in her room or looking in her closet and then started to genuinely get mad at me, my mom did point out in the moment that it took me three months of looking for them and her repeatedly saying she didn't have them for me to invade her space. I have since told my mom that I would either like a genuine apology (I've never seen her do anything even remotely similar to a genuine a apology so I highly doubt this will happen) or I will come up with a fee that she will be required to pay me for stealing my property as this will also help to teach her the value of a dollar (I had two part-time jobs throughout most of high school and bought everything for myself and paid all of my own school & extracurricular fees whereas my parents pay for everything for her and she's working her first job this weekend selling tickets at our county fair for a couple of hours each day). My mom thinks the idea of a fee is wrong of me since this'll be the first time she'll have her own money and this fee would take a good chunk, I think it's perfectly reasonable because I'm on my last straw with this entitled teenager. AITA?
