Do shoes and bags make your capsule easier, or do they make it more complicated?

Calling all who keep a small wardrobe. I keep going back and forth on this bc on one hand, shoes and bags can change the whole feeling of an outfit. On the other hand, they take space, cost more, and have to be practical in a way a scarf or necklace doesn’t. Do you rely on shoes/bags to create variety, or do you keep those minimal too?
