FM26 which staff to initiate buy for reserve team

Yeah, after 10 years into the save i want to spice thing up. Like delegate my staff to buy player for U23, U20 and U18 team. So is there any tip which attribute i need or which staff (HOYD, Technical director or assistant manager, etc.) ?
