Bug With Fireteam Power?

Hello, friends. I'm a new player, started last week (great timing, I know). But I've noticed an issue playing with my friend who is power 461, and I'm 345.

When we join a fireteam ops on Master or above, there is absolutely no power share happening. This has happened with both me and our mutual friend. I saw it's tied to skipping New Light, which we both did, but I made a new character to complete New Light properly and it did not work.

Is this something that's just permanent now? Any fixes in sight? The bungie help forum said its something to do with seasonal artifacts? Help??
