Legal Advice Needed For Stolen Cat

Location: Las Vegas, Nevada.

I’m typing this on my phone so, sorry for grammar.

I usually watch Mark Narrations, Lost Genre, and Charlotte Dobre so, I figured this is a Hail Mary in hopes of any legal advice I need to get my friends cat back.

Context:

This past Valentine’s Day, I got my best friend (we’ll call her homeslice) a kitten for her birthday (her birthday is on Valentine’s Day.) She fell in love with her, but couldn’t have her at her apartment since she lived with her dad and her dad wfh (kittens make noise). I kept her here with me, but between my cat and dog, she was always scared and stayed in her cave that I built for her. My cat was a stray and didn’t like her at all and my dog is hyperactive. I was devastated I couldn’t make her happy and Homeslice was stressed that my cat didn’t like hers. we decided that, for her cat to be comfortable, we would have to find someone to take care of her while she looked for her own apartment.

this is where we need advice. Essentially, her friend (we’ll call POS) offered to take her in while Homeslice looked for her own apartment. Well, now that Homeslice wants her cat back, they are refusing to return her. Mind you, Homeslice has paid for her vaccination, her chip, her spay, and would visit her every weekend. That wasn’t enough apparently and POS wont return her as theyre “too attached“. Homeslice called the police and reported their cat as stolen, but after investigating, police told Homeslice they’ll have to go to small claims court.

what lawyers would I get into contact with? I already know criminal, but I want the best lawyer possible for Homeslice to get her cat back. We live in Las Vegas so, any advice or lawyer recommendations would help.
