Ssa app denied by hiring specialist

Received an email that says my application was denied bc I didn’t have the time-in-grade required. When asked is she took my detail experience into consideration she said ahe didn’t see the dates in my application package. I responded by copying the information from the 45 as well as copying the very first sentence of my 45 that references my years of service as an 11 and detail experience and length of time as a 12. She says I should have put this under “Experience” where you list your career ladder positions, but this section specifically where states to place “details” under section 2 labled “Details and Developmental Assignments.” My details are listed with dates of the details in this particular section. I didn’t do anything wrong and, in fact, did just as the 45 requested. I sent her copies of the section descriptions, but she had left for the day. I want to know my options regarding my nect step/course of action. Her remark was “it was not in my “application package” and clearly, it was. Anyone have any ideas?
