Do these valley rafter bays with no access to the soffit need baffles?

I'm insulating the space where my HAVC blower is. There is a roof valley running through it. I understand that the rafter bays (further away from the valley) that have access to the soffit need baffles to allow air flow, but once this space is sealed there will be no air flow from the soffit. So do these bays still need baffles to provide a separation from the roof deck?
