How much time for marksheet

I ordered class 12th marksheet through cbse dads portal on 11th July night and selected urgent option too it's been 18 days but still on tracking it's showing under progress also cbse regional office prayagraj duplicate call no one is picking What should I do when will marksheet come i only have about 1 week to 10 days before counselling starts
