The confusing words - Upto and From

Brevo doesnt seem to provide exact details in their plans. For example - standard plan says - Number of emails per month - upto 500K, Users - upto 3. And there is no explanation in help pages of what is meant by upto 500K. Has anyone figured this out? or are there any hidden paywalls - specially in number of emails, contracts, users etc?
