Spotify Kids or Parental Controls

Recently we moved to Basic Family away from Premium. I have two places left and wanted to add my daughter, who is under 13. When she tries to create an account, it won't work for obvious reasons. I can't invite her from my admin portal or go to parental controls (it's not visible). I can see "Add kids to your family account", and it takes me to a Spotify for kids page.

The issue is that this is not available in Belgium.

According to my subscription plan, I have the following: (wanted to add a screenshot but Chrome crashes every time)
- Parental controls over all plan members
- Plan members under 13 get Premium benefits

There is no way for me to add her, unless I provide a different age. Either they don't update their knowledge base or the don't know the difference between Basic Family and Family Premium. It's really unclear. Any help is more than welcome!
