Guns missing from map?

I bought the premium edition and have been slowly chipping away. One bug I think I have noticed that I havent seen anyone else talk about is special weapons not spawning. Truth and Reconciliation, on the beach I never could find the rocket launcher and thats where I decided to check. It seems for some reason my game is not loading the rocket launcher or sniper rifle onto the maps like it is supposed to. I was wondering if anyone else had this issue, and should I just try deleting and redownloading
