Advice on tenants inadequately cleaning property before checkout

Tenants moved out on Thursday last week. I had inventory clerk attend on Friday and new tenants moved in Sunday. Was sent inventory report on Monday highlighting pretty abject cleaning (as examples, black mould in washing machine tray and thick dust on top of fridge as well as other stuff). I've asked outgoing tenants and they said they used a professional end of tenancy clean but that they only had 48 hours to get them to come and rectify issues.

What would you suggest I do now? Deduct the cost of another end of tenancy clean from their deposit?
