Mobile Charger 240v not working

Hello, I had the red bar error before and it turns out my panel wasn’t fully grounded (it worked before then completely crapped out). We’ve been having thunderstorms lately and I lose power every so often, last time it came back on without issue but this time around I lost power and the red bar returned.

Is there any official troubleshooting that I should do ?
