What's the probability that Ben Carrol could announce City Loop Reconfiguration?

There's been a lot of posts very recently about ben Carrol and the future of public transport projects in Victoria in this sub reddit, whether SRL is going to go ahead, what might ben Carrol do, etc... One thing I have noted is that Carrol, whilst not as pro public transport infrastructure projects as Jacinta Allen or others are/were, he stills seems relatively pro public transport in general, and wanting to increase frequencies on public transport for less money. One project that (somewhat) fits the bill, is City Loop Reconfiguration. It provides much of the benefits of the metro tunnel, whilst being much less expensive and costing much less. Of course, there was recently a "leaked video" about the city loop reconfiguration, where transport minister Gabrielle Williams denied it being a labor endorsed project, however, new premier, new goals, anything could happen
