According to journalist Michael Shellenberger, a whistleblower who provided a report to Congress and a corroborating former intelligence official, there is an active, highly secret Pentagon program named Immaculate Constellation, housed under the Office of the Secretary of Defense to detect and quarantine UFO data, described as an unacknowledged Special Access Program with secrecy spanning potentially decades, established in 2017 and building on AATIP to consolidate UAP observations and data across the DoD and mediate its dissemination, supported by a database of witness reports, imagery, video, and sensor data that reportedly provides a verifiable chain of custody and multi-wavelength observations; the whistleblower warns exposing the name could trigger FISA surveillance, while the Pentagon denies any record or knowledge of Immaculate Constellation or any unreported UAP program, fueling debate about oversight and implications for upcoming UAP hearings, and noting that SAPs come in two forms (acknowledged and unacknowledged) with Waived SAPs exempt from Congressional reporting and often briefed only to the Gang of Eight, sometimes delivered orally to avoid paper trails.
