Increasing Max Base amount per World?

I have my world settings for max bases at 3, but in game I am only able to place two.

When I try to build a third pal base it prompts me to adjust max bases in world settings, which I have.

Just wondering if there is a way to fix this or do I just begin a new world?

Kinda wrecked my brain trying to decide between my production and food base- which base to dismantle and redo first but I’d honestly prefer starting anew if I am not able to get a third base up and running.

Btw I play on Xbox if that helps
