Canadian goose seems trapped. Is it molting?

About five days ago I walked by this goose which seems to be trapped inside of a fenced-in retention pond.

Yesterday, landscapers were working in the area and it appears that they mowed the grass in there, which means they could've opened the gate and shooed the goose out but they just ignored it.

I'm no expert but It looks distressed and thirsty. Could it be molting which would prevent it from flying? If not, who can I call to come help it? The pond is directly behind the newly built Evergreen High School and I'm not sure who manages it and could open the gate.
