A/C broken in Virginia Apartment Manager refusing compensation.

Apartment A/C broken in Virginia for over two weeks. No operable windows. Maintenance request submitted through resident portal and went 5 days without any operable A/C. A/C classified as an emergency in lease. Lease does not have an emergency maintenance number and states that all maintenance request must be submitted through resident portal, oral statements are nonbinding. Maintenance request submitted on Wednesday, Friday, and Sunday, all of them opened via the portal. On Monday, apartment management said that they were unaware since emergency maintenance line was not contacted, even though I was never given the number. Finally last Monday the portable was installed; however, apartment still reaches 83 degrees. Asked for my lease concessions to be waived should I move but I did state I would like to continue my residency. Management refusing to waive concessions even though A/C is still not fixed 2 weeks later. Is there anything I can do?
