During your personal Master's degree experience, was receiving tutoring on the side allowed?

Generally people are given a tutor and the amount of help is limited. You can submit each part once and you get one set of comments to guide you. But beyond that it's usually either limited or no help. For situations where the draft you submitted was underdeveloped so you don't get much help from it, etc or just people who want to, did your University allow tutoring outside of your assigned supervisor or no?
