Why do so many neighboring country people relocate to St Croix?

So I just learned that there is a large population of Puerto Ricans and Dominicans in Saint Croix and I’m very curious as to why they relocate there instead of just staying in their own country. I mean, I would imagine the job market is the same or very similar anyhow.
