Tried tanning for the first time but no results?

I thought I’d try tanning but I wanted something that didn’t transfer all over the place. I purchased the St Moriz Clear Foaming Water, I left it on for an hour before washing it off (I’m very pale so didn’t want to go orange) 3 hours later and there’s literally 0 colour change?

Has anyone else experienced this? Is it the product itself or is my skin immune to colour?
