Perfume refills pricing

I've been doing some research on prices for refills here in the Philippines, and I can confidently say that it's a bogus concept. They say it's to help the Earth by recycling the same bottle; however, the prices are way more expensive than buying another bottle. For companies that use recycled glass for refills, they price it at upper-end levels, at around ₱19,000 to ₱12,000, depending on the brand. Dior doesn't even have refills for 100ml; it's straight 200ml, so it doesn't make sense, and they priced it at ₱19,000. YSL is ₱12,000 for 150ml, so what's the point of pushing for refills if I can just buy another bottle for less?
