New rental is awful

Morning folks. Warning long.

TLDR: took possession of new rental, place is gross - suggestions to make the best of it for a year

Looking for a little support and some tips on seeing the bright side of things!

I have arrived in Toronto to help my 19 year old move into a new rental suite. They did go and see it in person, and I joined on FaceTime. The place is old, which is fine, has character, but there's only so much I can tell over FaceTime to help out, and my adult child, has never rented a suite before and didn't quite realize some of the things to look out for.

The lease is signed for August 1 but they got the keys a bit early. I went with them. We did a quick walk through and on the surface it seemed ok. Once the landlord left and I started walking around, I don't even want my daughter to live in this place.

Here's a partial list, some of which I realize we just have to suck up and put it on a learning list for next time:

  1. the place is not clean. At all. Surface wiped, but this place hasn't been deep cleaned in decades and it's gross.
    1. gigantic balls of hair/fur? inside the radiator covers
    2. some disgusting grease/residue between the counter and oven (visible)
    3. linen closet shelves very dirty and will need to be cleaned and have shelf liner put on before use
    4. bathroom tub and sink not clean, dust everywhere in the bathroom
    5. bathroom window has disgusting white sludge on it
    6. windows - area where they open - full of decades of dirts and debris
    7. common stairwells aren't cleaned, walls are super dirty, floors are dirty
    8. laundry area - landlord has utility stuff kept in there but has it on several shelves instead of confined neatly to one shelf. Leaving the tenants with one dirty shelf that also needs to be clean and shelf liner applied before use
    9. light fixtures haven't been wiped inside for years and are full of dirt
  2. the walls have just been just painted apparently - by someone who doesn't know how to paint - the paint has balls on the walls and corners because of over application, chips already because it was applied poorly
  3. there is a coax cable run throughout the suite that is hanging off door frames and baseboards - looks terrible but the real concern is that is a tripping hazard as someone hasn't maintained it being stapled to frames
  4. no air conditioning - this we knew but the main areas of the home face north so thought it would be liveable with windows open in evenings creating cross breezes. I was literally dripping sweat in there, it not liveable as is, will need to invest in AC units
  5. the windows do not have screens - so much for opening the windows in place of AC
  6. there is no thermostat so you can't adjust the heating yourself - 3 unit building purposely built as 3 units so I have no idea why this is the case
  7. all doors have a deadbolt and a handle but a few of the doors in the suite/building have a LOCKING handle, for which the landlord does not have the key. A deadbolt is fine, BUT instead of putting a passage handle on, the landlord has just covered the lock button in packing tape so you don't accidentally press it and lock yourself out
  8. the back area has weeds that are up to 6' feet high and is unusable as an outdoor space

The landlord told us that the place needs to be left in the same condition and cleanliness when my daughter moves out, that is no problem as it's not liveable now and will need a minimum of 10 hours of deep cleaning, and no way in one year can it get this dirty again. We had expected the place would be clean when moving in and were also told during the showing that the weeds in the back would be taken care of.

I fly back home soon and we can't even move things in until this place is scrubbed top to bottom. I don't even own all the cleaning supplies required to get this place in shape. Nor do I have the time as we need to get stuff moved before my flight.

I also have older kids and have helped them clean rentals when they moved out, in provinces were you pay a full month damage deposit - we leave the place spotless including cleaning all windows and sills. Every landlord has complimented us saying they wished every tenant would do that and happy refunded the entire damage desposit (which is rare to get a full deposit back).

How is this place so gross and why is it not a requirement for a landlord to have it deep cleaned before tenants moved in?
