Can someone just take property that’s unattended on public land?

This is a hypothetical because I don’t actually own the equipment for a camera trap. I saw on Reddit that someone posted pictures of wild animals taken by a camera trap with high speed lights. I don’t know if they owned the land it was placed on or not. My question is, if people happen upon a camera trap that is placed on public land, can anything be done about it if they take the camera? A picture of the person could be transmitted automatically if the camera has a cell signal.
