Noob Lab Question

Should I be building labs on provinces that provide indy mages asap to start recruiting them?

I know mages are important in this game and Indy mages can potentially site search where my national mages cant.

On the other hand, it can be a heavy investment for mostly lackluster mages (not all mages, but the usual ones you see).
