BGC or Makati Condo - Possible for Pagibig financing on secondary market?

Pagibig now allows up to 10m+ as the max loan amount for housing loans. And looking at the secondary market prices from FB marketplace, mukang meron naman pasok sa budget. however the options are always just for cash or bank financing.

is this mostly driven by personal choice from the sellers? anyone have experience with this and would like to share? thanks!
