cancelled order but "authorization in progress" for a week

I bought and cancelled a few minutes later a buy it now listing, it was a phone. a few minutes later I cancelled the order but it's been a week and I still have the "authorization in progress" status in PayPal.

weird thing is the order does not appear in my purchase history. however I do have the cancelled order confirmation email with the order number and cancel ID.

I've try to chat with ebay 3 times but they always leave me hanging. suddenly they stop responding until the chat tells me the agent leaved Tha chat.

I'm worried since I need the funds as soon as possible (reason why I cancelled the order in the first place).

what are my options here? I cannot chat anymore with ebay and they say they can call me but I'm outside the US and my country phone number is not listed in the supported ones for calls.
