estate transfer roster requirement?

I am finding conflicting information on this question:

Estate wishes to transfer 3 ordinary handguns (Sig P229, S&W five-round revolvers) from Nevada estate to a non-family member California beneficiary (an ex-spouse). The specific model numbers/variants of these handguns are not on the CA sales roster. I understand these guns must go through CA FFL to transfer to CA resident, and the CA resident must register them and be otherwise permitted to possess the guns, but the CA FFL says the guns must also be on the "sale roster" in order to be transferred to a CA resident. Is that true? I understood that a private party transfer did *not* have the roster requirement.
