Childrens' book with snowed-in woodland fairies/miniature people digging snow tunnels?
This is an incredibly specific detail and I believe it's a tidbit from a childrens' book about fairies that I read in the early/mid 2000s in the UK; in the story, it's been snowing for some time and the fairies/miniature folk living inside the tree roots/tree trunks have been snowed in and can't leave their homes or reach or contact other people at all, so one fairy has the idea to dig a tunnel inside the snow, connecting them to another home/tree root. This becomes a network of tunnels and everyone is having fun. I think(?) there is also a detail about a tunnel collapsing too, necessitating rescue for whoever gets trapped, but I don't believe(?) the tone is especially dark.
I already racked my brain over the usual suspects (was it a Shirley Barber fairy book from the 2000s? Was it a misremembered chapter of Hakumei and Mikochi from the 2010s? Was it somehow Redwall???); I think it's a picture book in the vein of one of Shirley Barber's illustrated books, but I may be wrong and it may be text only.
I'm very very appreciative of any help or clues! Or just someone who thinks they've read this too T-T! Thank you!!
