LAW: annoying f*cking neighbor

hey y'all I think my r-t-rded fcking neighbours are like installing a new wardrobe in their apartment or something. But that's not the issue, the issue is them banging their fucking hammer in the fucking hallways where it can be heard up and down the fucking stairs. Should I call the police or something? Because it's really disturbing the elderly and our newly bought puppy. I checked зөрчлийн тухай хууль 5.5 but they aren't specific enough. Anybody dealing or dealt with a similar issue?
