Questions about conservatorship and leaving AMA from facilty

Location: Michigan I have a friend who is currently in a facility that a family member placed him in without his consent. States to him (sister did this) sister states that they are under a temporary conservatorship, but didn't tell them or give papers. Took their wallet with ID/License, SS Card, health insurance cards, etc. and wont give them back. Stuck there. Health problems some memory issues that have been resolving. What can he do? Can walk, talk, take care of himself. But stuck about 2 hours from home with nothing in this substandard care facility. Can he go Ama? is the facility required to get them an uber or taxi to their home? Who can I call to get him help? TIA. If a conservatorship does exist what rights does he have, can someone change conservator? Sister is a moneygrubbing narcissist.
